Practice a language is the best way to learn it. Listening and speaking is always accompanied by reading activities. Writing skills are useful when you really need to learn how to write in another language for many (professional or academic) purposes.
People who have been studying a language according to old-fashioned methods (such as grammar and translation) need a more communicative approach, focussed on task-based activities and real life situations.
